Your budgie has scalyface mites. They live under the skin and dig tunnels into the beak. The only thing to do once its advanced like yours is, is to get spot on ivermectin from the vet. One spot on the back of the head under the feathers and its usually on the road to recovery within a fortnight or more. Do not buy any mites sprays or mite protectors from the pet store as they wont work....mite sprays are for another kind of mite condition not scalyface. Mite protectors give of harmful vapours to birds and do nothing to control mites.

Could be signs of a serious, life- threatening problem...sorry to worry you but your birdie needs medical attention.|||Could be mites which will deform the beak where they can't crack seeds and will die.
